ضوابط تصريح تنظيم الفعاليات الترفيهية في المملكة العربية السعودية

تحدد هذه الوثيقة الحد الأدنى من الضوابط التي يجب توفرها للفعاليات الترفيهية التي تُقام في المملكة وذلك لغرض تحسين جودة الخدمات، وتجربة الزائر، وتعزيز فرص الاستثمار في قطاع الترفيه.

على المصرح له الالتزام بالضوابط العامة والخاصة الواردة في هذه الوثيقة.

This document sets the minimum controls for entertainment events in the Kingdom, and aims to enhance the visitor experience and improve the quality of the entertainment offerings in the Kingdom while enabling investment opportunities for the different types of investors in the sector.

Entertainment events permit holders shall comply with the general and specific controls mentioned in this document. 

1. مراعاة كافة الأنظمة واللوائح الصادرة من الجهات الحكومية ذات العلاقة.
2. عدم الإساءة أو المساس بالثوابت الدينية والاجتماعية والوطنية أو الأشخاص أو الجهات الحكومية أو الخاصة.
3. مراعاة تطبيق أنظمة وزارة الموارد البشرية والتنمية الاجتماعية فيما يتعلق بتشغيل الأحداث والتوظيف ومتطلبات توطين الوظائف المعلنة من قبل الوزارة أو تلك المُعلنة من قبل الجهات الحكومية ذات العلاقة.
4. عدم وصف المرخص له نفسه كمقدم لخدمات الهيئة دون موافقة الهيئة
5. أن يكون المصرح له مالكاً للعلامة التجارية أو حقوق الملكية الفكرية (إن وجدت) أو مخولاً من المالك باستخدامها في الأنشطة التجارية.
6. توفر التصريح في موقع الفعالية.
7. السماح بدخول ممثلي الهيئة العامة للترفيه أو الجهات الحكومية ذات العلاقة لأداء مهام الرقابة وقياس الرضا العام والتعاون معهم.
8. السماح بدخول ممثلي الهيئة العامة للترفيه لأداء مهام الرقابة والتعاون معهم وذلك بالاطلاع على تسجيلات كاميرات المراقبة
9. تزويد الهيئة بأي تجديد للمستندات والتراخيص النظامية الصادرة من الجهات الحكومية ذات العلاقة في حال انتهاء صلاحيتها خلال فترة سريان التصريح.
10. تزويد الهيئة بالموافقات والتراخيص النظامية الصادرة عن الجهات الحكومية ذات العلاقة.
11. الالتزام بالتعاميم الصادرة عن الهيئة.

12.  تزويد الهيئة عند الطلب بأي معلومات أو بيانات.

1.           Comply with all the laws and regulations issued by other relevant government entities.

2.           Refrain from insulting, by any action or display, any of the religious, social or national values of the Kingdom of Saudi Arabia, or its people, or governmental or private entities.

3.           Comply with the employment laws and regulations including employment of children, and the Saudization requirements, set by the Ministry of human Resources and Social Development or other government entities.

4.           The permit holder shall not describe himself/ herself as a provider of the Authority's services without obtaining approval.

5.           The permit holder shall be the owner of the trademark or the intellectual property rights (if any), or authorized by the owner to use such trademark and rights in commercial activities.

6.           The permit shall be available at the event location.

7.           Allowing representatives of the General Entertainment Authority to enter the premises to perform oversight duties and cooperating with them, including granting access to surveillance camera recordings.

8.           Allow the entry of the Authority's representatives and facilitate their role and that of other relevant government entities in conducting monitoring and inspection activities at the event's location.

9.           Provide the Authority upon request, with the relevant renewals of permits, licenses, and approvals issued by other relevant government entities in case their validity expired during the duration of the permit.

10.       Provide the Authority upon request, with the approvals, licenses and permits issued by the relevant government entities.

11.       Comply with directives issued by the Authority.

12.    Provide the Authority any requested information or data.

1. ممارسة النشاط وفقاً لما ورد في بيانات التصريح والالتزام بأن يكون نوع ومحتوى ووصف ومدة الفعالية متوائماً مع التصريح الممنوح أو أي تعديل معتمد عليه.
2. الالتزام بأيام و أوقات افتتاح وإغلاق الفعالية بحسب ما تم اعتماده من الهيئة.
3. الحصول على موافقة الهيئة المسبقة على أي تعديل في بيانات التصريح.

4.  الحصول على موافقة الهيئة عند طلب إلغاء التصريح.

1.           Carry out the entertainment activity in accordance with what is stated in the permit, and comply with the activity type, content, description and duration approved in the permit or any approved modifications therein.

2.           Adhere to the event days and times approved by the Authority.

3.           Obtain the Authority's prior approval on any modification to the permit details.

4.         Obtain the Authority's approval on any request to cancel the permit.

1. الحصول على الموافقات المتعلقة بموقع إقامة الفعالية الصادرة عن الجهات ذات العلاقة وتزويدها للهيئة عند الطلب.

2.  الالتزام بالرسومات التوضيحية وخطط الموقع والموقع الجغرافي لموقع الفعالية بحسب ما تم اعتماده من الهيئة.

1.           Obtain the relevant approvals related to the event venue and location issued by the relevant government entities, and provide such approvals to the Authority upon request.

2.       Comply with the illustrative plans of the venue and the Geographical location approved by the Authority.

1. تخصيص منطقة لاستراحة المؤدّين وغرف لتبديل الملابس معزولة عن بقية مرافق الفعالية والزوار.

2.  تخصيص مسافة آمنة بين المنطقة المخصصة للعرض وأماكن المشاهدة على ألا تقل عن 2 متر.

1.           Provide a dedicated area for performers and changing rooms isolated from the rest of the event facilities and visitors.

2.        Allocate a safe distance between the performance area and the viewing area, such that the distance is not less than 2 meters.

1. توفير مكتب لإدارة الفعالية بحسب الخطة التشغيلية.

2.  تخصيص منطقة لاستراحة العاملين معزولة عن بقية مرافق الفعالية والزوار.

1.           Provide a dedicated event management office in accordance with the operational plan.

2.        Provide a dedicated rest area for workers, isolated from the rest of the event facilities and visitors.

1.      مراعاة كافة المتطلبات الخاصة بالوصول الشامل لذوي الإعاقة وذوي الاحتياجات الخاصة الصادرة من الجهات الحكومية ذات العلاقة.

2.         إعطاء الأولوية لذوي الإعاقة وكبار السن والحوامل ومن لديهم أطفال رضع في مناطق الانتظار ومنافذ تسجيل دخول الزوار وبيع التذاكر.

1. Adhere to the laws and regulations related to accessibility for people of disabilities and special needs, issued by the relevant government entities.

2.  Give priority to people with disabilities, senior people, pregnant women, and women with infants in waiting areas, and ticketing and entry registration booths

1.           If the entertainment event includes child performers, the permit holder shall ensure that the content is appropriate for the age group of the performers and does not include smoking, hazardous acts, dangerous substances, or any activity that violates the rules of public decency in the Kingdom and children protection laws.

2.           Adhere to the list of talents and performers identified for each entertainment content and defined as part of the issued permit.

3.           Performers shall maintain a professional and decent appearance, and shall adhere to the following:

a.            Performer clothing shall not bear profane language, obscene images or symbols.

b.           Performer clothing shall not bear language, images, or symbols that encourage discrimination or racism, or promote inappropriate connotations or drug use.

c.            Performers shall not wear revealing or transparent clothing.

d.           Performers shall not wear tight clothing or clothing that mimics skin color.

e.        Performer shall not wear clothing that exposes inappropriate tattoos on the body.

1.      الالتزام بوصف محتوى الفعالية بحسب​ التصريح الممنوح، وعدم إضافة أو إقامة أي محتوى أو نشاط بما يتعارض مع وصفه في التصريح، دون الحصول على موافقة الهيئة المسبقة بذلك.

2.   تزويد الهيئة عند طلبها بالموافقات المتعلقة بمحتوى وأنشطة الفعالية التي تقع ضمن اختصاص الجهات الحكومية ذات العلاقة.​

1.           Adhere to the event contents that were defined as part of the issued permit, and refrain from adding or conducting any content or activity in contradiction with its description defined in the permit, without obtaining the Authority's prior approval.

2. Provide the Authority upon request with content and activities approvals where required by the relevant government entities.

1.      الحصول على موافقة الهيئة لإقامة حفلة موسيقية أو غنائية مع مراعاة متطلبات الجهات الحكومية ذات العلاقة.

2.      الحصول على موافقة الهيئة لإقامة عرض موسيقي أو غنائي مع مراعاة متطلبات الجهات الحكومية ذات العلاقة.

3.   التقيد بالفئات العمرية المستهدفة المقدمة للهيئة بحسب الخطة التشغيلية. 

1.           Obtain the Authority's approval for conducting a concert and adhere to the requirements of the relevant government entities.

2.           Obtain the Authority's approval for conducting a singing or musical show and adhere to the requirements of the relevant government entities.

3.     Comply with the target audience and age group in accordance with the operational plan

1. عدم إقامة المسابقات التي تسبب الفوضى أو احتشاد وتدافع المشاركين.

2. ملائمة الأعمار المشاركة في الأنشطة الترفيهية ذات المخاطر المرتفعة. 

1.           Refrain from holding any competitions that cause chaos and crowding of participants.

2.    Age-appropriate participation in high-risk recreational activities. 

1.      في حال كان نشاط التنسيق الموسيقي جزء من فعالية ترفيهية غير قائمة على أداء المنسق الموسيقي بشكل رئيسي، فيجب الالتزام بالتالي:

أ‌.       الحصول على موافقة الهيئة لإقامة عرض تنسيق موسيقي.

ب‌.     إقامة التنسيق الموسيقي كعرض ثانوي.

ت‌.     عدم توفير منطقة للتجمهر والتفاعل مع المنسق الموسيقي، على ألا يتخذ أداء التنسيق الموسيقي طابع عرض حي أمام الجمهور.

ث‌.     عدم إقامة أي عروض لليزر أو للضوء مصاحبة لأداء التنسيق الموسيقي.

2.      في حال كانت الفعالية قائمة على أداء المنسق الموسيقي بشكل رئيسي أو تضمنت عرض حي للمنسق الموسيقي أمام الجمهور فيجب الحصول على موافقة الهيئة لإقامة حفلة تنسيق موسيقي.

3.  بالإضافة إلى موافقات الهيئة الوارد أعلاه، الالتزام بالحصول على موافقة الجهات ذات العلاقة الخاصة بالمنسق الموسيقي العالمي.

1.           If the event includes a DJ performance, but is not primarily based on the live performance of the DJ, the permit holder shall comply with the following:

a.            Obtain the Authority's approval for conducting a DJ show.

b.           Conduct the DJ performance as a secondary performance.

c.            Refrain from dedicating an area for the audience to interact with the DJ, such that the DJ performance does not take the form of a live show.

d.           Refrain from conducting laser or light shows along with the DJ performance.

2.           If the event is primarily based on or includes a live performance of a DJ in front of a crowd, the Authority's approval for conducting a DJ concert shall be obtained.

3.    In addition to the approvals from the Authority stated above, if the DJ is international, the permit holder shall obtain the approval from the relevant entities in the Kingdom. 

1. الالتزام بمستويات الصوت المناسبة وفقاً لأنظمة المركز الوطني للرقابة على الالتزام البيئي.

2.   إيقاف الموسيقى أثناء أوقات الأذان وإقامة الصلاة.

1.           Ensure that the sound levels are maintained, in compliance with the regulations set by the National Center for Environmental Compliance.

2. Music shall be stopped during prayer and call for prayer times.​

1.      الحصول على موافقات الجهات الأمنية ذات العلاقة وتزويدها للهيئة عند الطلب.

2.      إنشاء وحدة تحكم ومراقبة، على أن تستوفي الاشتراطات والمعايير الصادرة عن الهيئة الوطنية للأمن السيبراني ووزارة الداخلية.

3.      توفير الحراسة الأمنية المدنية الخاصة:

أ‌.       على ألا يقل عدد حراس الأمن عن حارس (1) لكل (100) شخص بنـاءً علـى الطاقة الاستيعابية للفعالية.

ب‌.     على أن يتم توزيعهم في مناطق الدخول والخروج، ومناطق الجلوس، ومناطق التجمهر، ومناطق العرض، ومواقف السيارات.

4.  توفير أماكن تفتيش للجنسين.

1. توفير الموافقات المتعلقة بمتطلبات الصحة والسلامة الصادرة عن الجهات الحكومية ذات العلاقة عند طلب الهيئة.

2.  الحصول على موافقة الهلال الأحمر بتوفير الخدمات الإسعافية (إن وجد).

1.           Provide the necessary approvals related to health and safety issued by the relevant government entities, upon the Authority's request.

2.       Obtain the approval of the Saudi Red Crescent Authority for providing ambulance services. (if applicable).
