ضوابط تصريح إقامة العروض الحية في المطاعم والمقاهي في المملكة العربية السعودية

تحدد هذه الوثيقة الحد الأدنى من الضوابط التي يجب توفرها للعروض الحية التي تُقام في المطاعم والمقاهي في المملكة وذلك لغرض تحسين جودة الخدمات، وتجربة الزائر، وتعزيز فرص الاستثمار في قطاع الترفيه.

على المصرح له الالتزام بالضوابط العامة والخاصة الواردة في هذه الوثيقة.

This document sets the minimum controls for live shows in restaurants and cafes in the Kingdom, and aims to enhance the visitor experience and improve the quality of the entertainment offerings in the Kingdom while enabling investment opportunities for the different types of investors in the sector.

Live shows in restaurants and cafes permit holders shall comply with the general and specific controls mentioned in this document. 

1. مراعاة كافة الأنظمة واللوائح الصادرة من الجهات الحكومية ذات العلاقة.
2. عدم الإساءة أو المساس بالثوابت الدينية والاجتماعية والوطنية، أو الأشخاص أو الجهات الحكومية أو الخاصة.
3. مراعاة تطبيق أنظمة ووزارة الموارد البشرية والتنمية الاجتماعية فيما يتعلق بتشغيل الأحداث.
4. عدم وصف المرخص له نفسه كمقدم لخدمات الهيئة دون موافقة الهيئة.
5. أن يكون المصرح له مالكاً للعلامة التجارية أو حقوق الملكية الفكرية (إن وجدت) أو مخولا من المالك باستخدامها في الأنشطة التجارية.
6. توفر التصريح في المطعم أو المقهى.
7. السماح بدخول ممثلي الهيئة العامة للترفيه أو الجهات الحكومية ذات العلاقة لأداء مهام الرقابة وقياس الرضا العام، والتعاون معهم.
8. السماح بدخول ممثلي الهيئة العامة للترفيه لأداء مهام الرقابة والتعاون معهم وذلك بالاطلاع على تسجيلات كاميرات المراقبة
9. تزويد الهيئة بأي تجديد للمستندات والتراخيص النظامية الصادرة من الجهات الحكومية ذات العلاقة في حال انتهاء صلاحيتها خلال فترة سريان التصريح.
10. تزويد الهيئة بالموافقات والتراخيص النظامية الصادرة عن الجهات الحكومية ذات العلاقة.
11. الالتزام بالتعاميم الصادرة عن الهيئة.

12. تزويد الهيئة عند الطلب بأي معلومات أو بيانات

1.           Comply with all the laws and regulations issued by other relevant government entities.

2.           Refrain from insulting, by any action or display, any of the religious, social or national values of the Kingdom of Saudi Arabia, or its people, or governmental or private entities.

3.             Comply with the employment laws and regulations including employment of children, set by the Ministry of human Resources and Social Development or other government entities.

4.           The permit holder shall not describe himself/ herself as a provider of the Authority's services without obtaining approval.

5.           The permit holder shall be the owner of the trademark or the intellectual property rights (if any), or authorized by the owner to use such trademark and rights in commercial activities.

6.           The permit shall be available at the restaurant or cafe.

7.           Allowing representatives of the General Entertainment Authority to enter the premises to perform oversight duties and cooperating with them, including granting access to surveillance camera recordings.

8.           Allow the entry of the Authority's representatives and facilitate their role and that of other relevant government entities in conducting monitoring and inspection activities at the restaurant or cafe's location.

9.           Provide the Authority upon request, the relevant renewals of permits, licenses, and approvals issued by other relevant government entities in case their validity expired during the duration of the permit.

10.       Provide the Authority upon request, with the approvals, licenses and permits issued by the relevant government entities.

11.       Comply with directives issued by the Authority.

12.        Provide the Authority any requested information or data.

1. ممارسة النشاط وفقاً لما ورد في بيانات التصريح والال​تزام بأن تكون العروض متوائمة مع التصريح الممنوح أو أي تعديل معتمد عليه.
2. الالتزام بالتواريخ والأوقات المعتمدة للعروض الحية بحسب التصريح.
3. الحصول على موافقة الهيئة المسبقة على أي تعديل في بيانات التصريح.
4. الحصول على موافقة الهيئة عند طلب إلغاء التصريح.

1.           Carry out the entertainment activity in accordance with what is stated in the permit, and comply with the live show details approved in the permit or any approved modifications therein.

2.           Comply with the approved dates and times of the live shows in accordance with the permit.

3.           Obtain the Authority’s prior approval on any modification on the permit details.

4.           Obtain the Authority’s approval on any request to cancel the permit.

1. عدم استقبال عدد زوار يتخطى عدد الكراسي المتوفرة أثناء العرض الحي.

1.           Ensure the number of visitors does not exceed the number of chairs available during the live show.

1.           If the entertainment show includes child performers, the permit holder shall ensure that the content is appropriate for the age group of the performers and does not include smoking, hazardous acts, dangerous substances, or any activity that violates the rules of public decency in the Kingdom or children protection laws

2.           Adhere to the list of talents and performers identified for each entertainment content and activity and defined as part of the issued permit.

3.           Performers shall maintain a professional and decent appearance, and shall adhere to the following:

a.            Performer clothing shall not bear profane language, obscene images, or symbols.

b.           Performer clothing shall not bear language, images, or symbols that encourage discrimination, or racism, or promote inappropriate connotations or drug use.

c.            Performers shall not wear revealing or transparent clothing.

d.           Performers shall not wear tight clothing or clothing that mimics skin color.

1.           A restaurant or cafe supervisor or manager shall be present on site to oversee the live show throughout the live show duration.

2.           Refrain from selling tickets or imposing entry fees for live shows in restaurants or cafes.

3.           Refrain from dedicating any space or area for crowd gathering and interaction with the performers.

4.           Ensure the necessary measures are in place to prevent the crowd from interacting with the performers.

5.           The entertainment content shall be appropriate for the target audience and age group.

6.           Refrain from conducting Karaoke shows without obtaining approval.

7.          Comply with the mechanism defined by the Authority for measuring visitor satisfaction.

1. الالتزام بمستويات الصوت المناسبة وفقاً لأنظمة المركز الوطني للرقابة على الالتزام البيئي.

1.           Ensure that the sound levels are maintained, in compliance with the regulations set by the National Center for Environmental Compliance.

1.      عدم الإعلان عن أي عرض حي في المطعم أو المقهى دون الحصول على تصريح "العروض الحية في المطاعم والمقاهي" من الهيئة.

2.      عدم الإعلان عن محتوى لم تتم الموافقة عليه من قبل الهيئة.

3.      الالتزام بإقامة أي عرض حي وفقاً لما تم الإعلان عنه.

4.      الالتزام بعدم الاعلان عن نشاط ترفيهي لمؤدي لم يتم اعتماده للمرخص له من قبل الهيئة

5.      الالتزام بعدم الإعلان عن نشاط ترفيهي يتضمن سلوك يتنافى مع الهوية العربية والإسلامية للمملكة العربية السعودية.

6.      الالتزام بعدم الإعلان عن عروض التنسيق الموسيقي غير مصرحة من قبل الهيئة.

7.      التواصل والإعلان عن أي تغييرات قد تطرأ على العرض.

8.      عدم استخدام شعار الهيئة دون الحصول على موافقة الهيئة.

9.      تزويد الهيئة بالصور والفيديوهات الدعائية عند الطلب.

1.           Refrain from advertising any show in the restaurant or cafe prior to obtaining a “live shows in restaurants and cafes permit" from the Authority.

2.           Refrain from advertising any unauthorized entertainment content.

3.           Conduct any live show as advertised.

4.            Refrain from advertising any entertainment activity for talents or performers that is unapproved by the Authority.

5.            Refrain from advertising any entertainment activities inconsistent with the Arab and Islamic identity of the Kingdom of Saudi Arabia.

6.          Refrain from advertising any unapproved DJ's by the authority.

7.           Communicate and advertise any changes to the live show.

8.           Refrain from using the Authority's logo without obtaining an approval from the Authority.

9.          Provide advertising pictures and videos upon the Authority's request.
