40 Projects Opened for Feedback through the Public Consultation Platform, Istitlaa

The Saudi Competitiveness & Business Center's (SCBC) unified electronic Public Consultation Platform, Istitlaa, has put forward 40 projects related to economic and development affairs, in cooperation with 25 government entities. The platform enables stakeholders to share their feedback and proposals on the projects before their approval.

Projects presented on the platform include the Saudi Data and AI Authority's (SDAIA) project “Amendments to the Implementing Regulations of the Personal Data Protection Law." The project aims to clarify the procedures and controls set out in the Implementing Regulations to enable entities and individuals subject to their provisions to comply with them, contribute to the protection of personal data, and enhance trust in services that rely on personal data. Public feedback on the project is open until November 5, 2026.

The Board of Grievances has also put forward the project “Amendment to the Implementing Regulations of the Law of Procedure before the Board of Grievances." The project aims to specify the procedures arising from judgments issued by administrative courts in minor cases, clarify procedures for correcting and interpreting those judgments and reconsidering them, enhance the efficiency of hearing cases before the Board of Grievances courts, and strike a balance between the significance of a case and the time required to hear it. Public feedback on the project is open until November 5, 2026.

The Saudi Electricity Regulatory Authority has also launched the project “Renewable Energy for Self-Consumption Regulations." The project aims to establish a unified regulatory reference and develop requirements for renewable energy systems used for self-consumption, improve procedures based on system capacity and its impact on the grid, and rely on hosting capacity and technical studies rather than fixed limits. Public feedback on the project is open until November 3, 2026.

The introduction of draft laws, regulations, and similar projects through the Istitlaa platform reflects the Kingdom's continued commitment to enhancing transparency in the legislative environment, promoting a culture of public consultation among the general public, government entities, and the private sector, and engaging them in shaping projects related to the business environment.
