31 Projects Opened for Feedback through the Public Consultation Platform, Istitlaa

The Saudi Competitiveness & Business Center's (SCBC) unified electronic Public Consultation Platform, Istitlaa, has put forward 31 projects related to economic and development affairs, in cooperation with 19 government entities. The platform enables stakeholders to share their feedback and proposals on the projects before their approval.

Projects presented on the Istitlaa platform include the Transport General Authority's project titled “Executive Regulations for Passenger Transport by Autonomous Vehicles." The project aims to regulate and develop the activity and its services and encourage investment in the sector in line with the Kingdom's economic and social development objectives, while taking into account environmental considerations and security and safety requirements. Public feedback on the project is open until October 1, 2026.

The Nuclear and Radiological Regulatory Commission has also launched the project “Appointment of Radiation Safety Officer." The project aims to issue regulations, establish the requirements stipulated in the approved technical regulations, and define the technical requirements for appointing radiation safety officers in the field of radiation practices. Public feedback on the project is open until October 1, 2026.

Another project currently open for public consultation is the Zakat, Tax and Customs Authority's “Classification of Real Estate Transaction Tax Violations and Penalties." The project aims to classify violations and penalties related to the Real Estate Transaction Tax, contributing to more effective governance of their application, standardizing the mechanism for handling them, and enhancing clarity and transparency for parties to real estate transactions regarding applicable violations and penalties and the mechanism for imposing them. Public feedback on the project is open until October 3, 2026.

The introduction of draft laws, regulations, and similar projects through the Istitlaa platform reflects the Kingdom's continued commitment to enhancing transparency in the legislative environment, promoting a culture of public consultation among the general public, government entities, and the private sector, and engaging them in shaping projects related to the business environment.
