29 Projects Opened for Feedback through the Public Consultation Platform, Istitlaa
The Saudi Competitiveness & Business Center's (SCBC) unified electronic Public Consultation Platform, Istitlaa, has put forward 29 projects related to economic and development affairs, in cooperation with 23 government entities. The platform enables stakeholders to share their feedback and proposals on the projects before their approval.
Key projects presented on the Istitlaa platform include the Nuclear and Radiological Regulatory Commission's project titled “Authorization, Duties, and Responsibilities of Radiation Safety Qualified Expert." The project aims to issue regulations and establish the requirements set out in the approved technical regulations, as well as define the framework governing the authorization, duties, and responsibilities of qualified experts to support activities and facilities in the field of radiation safety. Public feedback on the project is open until September 26, 2026.
With the aim of improving the efficiency of the medical approval process and accelerating beneficiaries' access to treatment services, while enhancing the mechanism for assessing rejected medical requests to ensure greater impartiality and independence in resolving medical disagreements between parties, the Insurance Authority has launched the project “Project to Amend Annex (2) Standards for Requesting Approval to Cover Treatment Costs," as set out in the Executive Regulations of the Cooperative Health Insurance System Approved by Ministerial Decision No. (9/35/1/D) dated 13/4/1435 AH. Public feedback on the project is open until September 25, 2026.
The Roads General Authority has also launched the project “Saudi Highway Code Exception Rules." The project aims to establish a unified framework for submitting exception requests that fall within the Authority's jurisdiction, and to set out the provisions and procedures for submitting, reviewing, and deciding on such requests, as well as the resulting implications. Public feedback on the project is open until September 26, 2026.
Another project currently open for public consultation is the Zakat, Tax and Customs Authority's “Special Criteria and Conditions that must be Fulfilled by Licensees before Dealing with ZATCA on Behalf of Taxpayers." The project aims to enhance the reliability of licensees authorized by taxpayers and raise the level of compliance with Zakat and tax regulations. Public feedback on the project is open until September 30, 2026.
The introduction of draft laws, regulations, and similar projects through the Istitlaa platform reflects the Kingdom's continued commitment to enhancing transparency in the legislative environment, promoting a culture of public consultation among the general public, government entities, and the private sector, and engaging them in shaping projects related to the business environment.
